Ok, well, I still don't think this is a good idea, but my only objections to
it are a disagreement with the decision rather than a concern over its
impact during a freeze, so unblocked.

The packages could also be co-installable if the data packages were
versioned to not conflict (i.e., eel2-2.14.mo instead of the deceptive
eel-2.0.mo), or, if one assumes that future versions of the translations
will superset he previous versions, by having a >= dependency only on
libeel2-data.
