And the version in unstable is also an NMU, so the template rewrites have
never received approval from the maintainer in that version either.

DevRef or not, the release team endorsement of 0-day NMUs for l10n issues
does *not* extend to rewriting the maintainer's templates without the
maintainer's consent.  NMUs are supposed to be limited to fixing
undisputable bugs -- and the DevRef makes *style* recommendations about
debconf templates that certainly can be disputed.

So no, I will not accept a t-p-u upload in this case.
