I'm not sure that's entirely accurate.  I recall reading a post by the
net-tools upstream developer who said he had no intention of halting
development on net-tools and that he would continue to track kernel
development and add new features as necessary to make sure that the
programs continue working as expected.  OTOH, I can't find a citation
for this claim, and net-tools doesn't seem to have seen any upstream
activity in quite some time. [1]
