Please unblock dictd 1.10.2-3.1

Hi,

I've just uploaded an NMU of dictd to fix
 - #372144: broken maintainer scripts
 - #405863: the dict.org server has been unavailable for some time now
 - bashisms in maintainer scripts
 - other lintian warnings

See the NMU diff in the logs of the 2 bugs mentionned above.
