2 documentation updates in unstable

Hi,

REQUEST: 2 package updates to testing related to documentation updates:

1) debian-reference
all debian-reference-* quick-reference-* packages created from
debian-reference source package in unstable contain only minor
translation updates and contents update.  This was created under
pbuilder.  No changes in executable script.  (example script is updated
but that is only in comment field.)

2) ipmasq
The version in unstable updated README.Debian and documentation
ipmasq.sgml (and its generated files) updated.  This is to tell that
ipmasq is only usable if / (or /usr) is available locally 
(not network).  No changes in command script.
