python2.3 and python-defaults for testing

please approve python2.3 and python-defaults from unstable for
migration to testing. python2.3 does move the distutils package from
python2.3-dev to python2.3, which is already done for testing in the
other python packages. The pther important fix is the fix for #283108,
some data loss when writing on a full file system.
