debian-devel is by no means a mailing list that maintainers are required
to subscribe to, and sending messages there doesn't guarantee
maintainers will realize they apply to them.

A command such as

 grep-dctrl -F Depends -s Source,Package libtiff3g /var/lib/apt/lists/debian.oregonstate.edu_debian_dists_unstable_main_binary-alpha_Packages

should give you source and binary package names for everything depending
on libtiff3g. Emailing <source_package>@packages.debian.org is the best
way to ensure the message gets to everyone involved in maintenance of
those packages, not just the stated maintainer.
