Now identified: r-cran-pillar needs r-cran-bit64 (which should migrate in 6 days if we simply wait), r-cran-ff needs r-cran-testthat (which requires action, see #1099927).
The failing r-cran-rlang test was already known to be unsuitable for R 4.5+, and upstream have simply removed it:
