The Maintainer name is probably not relevant.  Those Debian packages are
consumed by lots of derivatives.  The name seems to be a sign that you
somehow have

    http://cran.wustl.edu/bin/linux/debian/stretch-cran35/

in your sources.list.  For the purpose of Debian package development it
is dangerous to consume third party apt sources since it could lead to
wrong assumptions what package exists and what not.
