The second part should be discussed upstream, and it needs a completely different approach, thus a different bug. Right, that's an upstream bug, I think it would be better if okular used qprinter directly instead of having a tweaked qprinter implementation, but that might not be feasible, hopefully upstream should be able to assess this. Could you report this bug upstream? From the packaging approach perspective, in the past it was suggested that okular should Conflict with lpr, we didn't act on this as it was not clear if the other packages providing lpr (lprng and gnuspool) would work with okular. If you have the time to test this it would be nice to have this information.
