My "line" of action here is: we are not able to give it a proper solution, we
are aware of IMAP support in kmail is problematic sometimes. This is an upstream
problem we wish upstream have time/motivation to solve it, but upstream have not,
so you are invited to find a solution.

No, i'm not uploading kmail with dIMAP turned off, this is not my decision
only (kde-kmail is maintained by a team). We already have discussed this and
we decided to keep dIMAP support. FWIW I'm not myself a kmail user currently,
but i rely on other members of the KDE team's decision.
This is free software, the ball is in the roof of everywhere, if you think an
application is shitty, try to help to upstream authors to fix this problem and
improve the application.
If you create a patch that solves this problem i will be delighted to apply
it.
If you think my first answer was somehow tought, you may want to read about
problems with dIMAP in the Debian BTS and in the KDE bugzilla.
