I believe that the kdelibs upload to fix RC bugs is very high priority.  It
also should be pretty easy!

1. kdelibs-data requires a 
Conflicts: k3b (<= 0.9-3), arson (<= 0.9.7-1)
line (see #214534, #214535).

2. Apparently meinproc needs to go into kdelibs-bin in kdelibs4-dev
(bug 214815).

3. kdelibs needs to be built.  (#216336 is probably bogus, but you'll
find out as soon as you build a new version.)

That will take care of all the RC bugs.

After that, kdebase needs a 3.1.4 upload.  Bug #214475 should be downgraded
or closed, and the other two are woody-only.

Once those two are in, it's just a matter of getting all the buildds to
do their jobs, and everything except kdemultimedia (glibc bug),
kdebindings (unpackaged), and meta-kde (who cares?) should go into 'testing'
pretty quickly.  Frankly, I wouldn't worry about those at all until the others
are ready.
