I was under the impression that, currently, a person had to send a series of subscribe commands to ddpo@qa.debian.org. If this is no longer the case and it gets done automatically, it might be worthwile to update the bottom of http://qa.debian.org/developer.php and http://wiki.debian.org/MigrateToDDAccount with a brief note to that regard.
