If someone resigns and decided to continue the maintenance of packages,
then they are in full right to do so. You don't need to be a DD to be a
package maintainer... Like mentioned in policy it's a DD's duty to
resign gracefully orphaning packages if they don't intend to maintain
them anymore... though that doesn't mean a resigned DD's packages should
be orphaned even if they decided to keep maintaining them...

In general resigning DDs that don't intend to maintain packages anymore,
have orphaned them already. In fact I have to see the first counter
example...

If you do have concerns about particular maintainers, you should
preferably contact the MIA Team.
