The warning is:
upgrade-reports is neither a source package nor a binary package.
It may be a 'virtual package' or a mistake...
upgrade-reports is a pseudo package not a 'virtual package', so
the warning is wrong because it is neither a 'virtual package'
nor a mistake.
I don't think the PTS can handle 'virtual packages' because by
definition they have no maintainers.
