It's not a virtual package but a dummy package.

- A dummy package just to depend on the others doesn't make much
sense
If you want to work on this, you should work on a framework to improve
security. This would include detailed descriptions and documented calls
to the above programs. If that's the case, then it should depend on
the above packages.
