I don't think it's quite so bad as it seems, in terms of removal.

Taking out qpid-python and related packages just leaves nova as a
build-dependent. According to openstack upstream [1] qpid is not the
default messaging backend, and that is also true in the default nova
configuration file. So I presume nova b-d on qpid-python so it can be an
optional backend.

I'm going to:
 - try building nova without python-qpid as a b-d
 - get in touch with the openstack packagers on irc to see if this is
   something we can do without breaking people.
