to double-clarify: the example code given in the original ticket is only valid when run during the FIRST 1am-1:59am period on the day of the autumn fall-back; after 2am it will (correctly) say that 1:04am is EST, however if the clock is rolled back before 2am, it will still say 1:04 is EST, even though the machine clock time will say DST.
