The second one, all the questions are available by default, but the
moderator's task is to tag/edit/delete/hide/ban reported Q&A.
As an example, if a user ask something without use a tag for the
question, in the moderation section appears the question in the "tag
needed" subsection, so the moderator choose the proper tags for that
question. ;-)
