FWIW, the "job description" detailed in that delegation---which I
believe is the first that has been done with the current text---didn't
come out of the blue. It was discussed at length with the policy editors
back then. AFAICT it was consensual between me and them at the time.

This, of course, doesn't necessarily mean the text is bug-free or
non-problematic wrt the Constitution. Bugs happen. But it is what we
collectively believed to be a correct representation of the status quo
back then and of the powers that should be delegated to the Policy
editors.
