As Debian Project Leader I had to deal with various aspects of debian.*
2nd level domain ownership. Out of those experiences, I recommend
handing over the domain ownership to a Debian Trusted Organization.
We're happy to trust individuals who care about Debian with domain
ownership, but experience tells us that people might lose interest in
the long run (e.g. years from now). If/when that happens, having an
independent organization trusted by Debian as domain owner would make
things much simpler for us.
Note that I'm talking solely about domain ownership here, not about what
gets done with the domain (see below for that). We can easily arrange
for Debian to own the domain and let you and the local Chinese community
decide what to do with it.
However, I haven't checked the rules for .cn domain ownership myself and
I've no idea if, for instance, a non-Chinese organization can own a .cn
domain. If you, or anyone else, could look into that, I'd be very
grateful.

We don't have a standard procedure to decide what to do with debian.*
2nd level domains, but in several occasions we have left the choice to
the local Debian community in the country. It is generally preferred if
local Debian Developers are part of the decision, as that guarantees
some link between what gets done with the domain and the Debian Project.
So, what I'd recommend is to contact Chinese Debian Developers and
discuss with them what would be the best use for debian.cn to pursue
Debian interests in China. There seems to be no debian-devel-chinese
mailing list, unfortunately, but you can look up Debian Developers in
China starting from http://db.debian.org/
