The 'least' design is really that we have 'development' and then
'freeze' modes. Mostly that packages get 'frozen' and cant be upgraded
to newer revisions for the next release and can only be bugfixed.

If a maintainer leaves, or Orphans their pacakges, it ends up in WNPP
(work needed and perspective packages), and a developer perhaps picks up
the Orphaned package. If not, the debian-qa team keeps working on it
until its dropped from the distribution.
