I'm unsure whether this is a bug or a feature. But it is an
inconsistency.

The everywhere PPD files auto-generated from using the CUPS web
interface, system-config-printer and by cups-browsed all have
the lines

 *cupsFilter2: "application/vnd.cups-raster application/vnd.hp-pcl 700 rastertopclx
 *cupsFilter2: "image/urf 100 -"

A JPEG file will be filtered by imagetoraster, gstoraster and rastertopwg.

The one generated from

 lpadmin -p ENVY4500 -v ipp://... -E -m everywhere

has

 *cupsFilter2: "image/jpeg image/jpeg 0 -"
 *cupsFilter2: "image/urf 100 -"

A JPEG will be passed straight to the printer without filtering.
Does this happen because libcupsfilters is not involved in the
queue setup?
