They used to. Then I got reports that caused me to think that was
unnecessary (although the HPLIP docs DO recommend that you must never ever
use both for the same device).
Since in your case, both hplip and hpoj were being used for the same device,
I am not sure the two packages really need to conflict.

It is a minor cosmetic bug, either entry will work just fine.

Not really, but I am the main Debian HPLIP maintainer, so I better know how
it interacts with other common printing software in Debian :-)
