For 2.6, you can do something like:

echo install ipv6 /bin/true >> /etc/modprobe.d/something
update-modules

But this will prevent loading the module at anytime (not only on boot).
I mean, if you do modprobe ipv6, it will silently ignore the request and
do nothing.
