You are all right. The emergency action will launched, if battery value
drops below the last battery warning level.

If your battery is new and healthy the battery status is relativly correct and 
the default battery warning levels could be used. If your battery grows older
the capacity will decrease rapidly. As result the battery voltage drops faster 
and faster and at the end the battery warnings comming in very short 
intervals. The battery status is not very correct for batteries nearly empty. 
So older batteries makes it necessary to adjust battery warning levels.

BWL_last = 3 is enough to enter sleep mode also with old batteries. If this is 
always enough to shut the machine down I don't know. But usually the 
batteries have some time left even if /proc/pmu/battery_x told time remaining 
= 0. I recently tested with two batteries and the old battery run roundabout 
10 minutes with time_rem = 0 before the computer switched to the second 
battery.
