My /etc/default/pcmcia is as follows:

PCIC=yenta_socket
PCIC_OPTS=do_scan=0
CORE_OPTS=
CARDMGR_OPTS=-f

Try those options, see if they work for you. (Also, in the future, you should mention which PowerBook G3 you have - there are actually 5 of them, and they're all fairly different - some are OldWorld, some are NewWorld, some have USB, some have ADB, some have SCSI, one has FireWire...)
