Eduard Bloch is responsible for boot-floppies changes. Changing a 
kernel version in b-f is not hard, but it does require a b-f build to take
effect, AFAIK. And b-f releases are few and far between - basically 
only at a woody distribution point release. The kernel needs to be
in the archive before the b-f change can be made.

I think b-f can be used with an alternate kernel, but the modules have
to be loaded manually.

Putting kernels in the archive (regardless of b-f usage) is 
covered by Dan Jacobowitz.
