/etc/power/pwrctl-local vs anacron

I have this in my pwrctl-local:

wakeup)
    /sbin/fblevel on
    /sbin/trackpad notap
    /usr/sbin/anacron
    /usr/X11R6/bin/xrefresh
    ;;

any idea why the last two don't do anything?
