No, it represents a defect in the person running around building random
packages and uploading them, rather than leaving it to the build daemons.

Porting uploads need to use -B when built (so as not to rebuild the
binary-all packages), and -m to change the maintainer address to that
of the porter (so they get this mail, and not you).
