Re: License statement of the debconf specification

also adding Wichert.  Wichert, this is about the license on the debconf
specification included in Debian Policy.)

Do you think it's fair game to just unilaterally change the license?  We
haven't tracked contributers to ask.  I'm happy to do that if people think
it's reasonable to do, and in practice I doubt anyone is going to mind,
but it's not the sort of thing that one normally gets to do.

The debconf license is the standard two-clause form:

| Redistribution and use in source and binary forms, with or without
