Bug#616465: debian-policy: description file in each system directory

Policy sets rules that make sure the system works well.  These can be
hard requirements (generally using the word "must"), which correspond
to release-critical bugs, or recommendations ("should"), which
correspond to bugs that may not be release-critical.  To go along with
these, the policy manual also includes some non-binding advice and
information.

Including READMEs does not seem like something that requires binding
rules for coordination between packages to work well, at least to get
it started.  There are other ways to make changes in Debian. :)
