Bug#616465: debian-policy: description file in each system directory

Excuse me for my bad English :-)

What do you think about placing README in each system directory?

IMHO it make system exploration more interesting for new users and can be helpful for 
expirienced users too.

Now Debian 6 already contain READMEs in some system directories:
/etc/init.d/README,
/etc/grub.d/README,
/usr/share/menu/README,
/usr/share/WindowMaker/README
etc.

Policy should define types of directories that must contain README.
It can also define requirement to file format and content.
In this case, file name can be other than README.

It will be good if directory description file name and content will
be published by http://www.freedesktop.org after it becames standart
de-facto :-)
