So to move this on, how about only "recommending" it? Wouter, would you be happy
with that?

I'm not sure whether this should be in policy or in devref or somewhere else...
If we just put a recommendation, I guess we don't really need to draw a line,
but if that makes this better for devref and not policy, say so and I'll
reassign. What do people think?
