Bug#544981: debian-policy: Discourage native packages that are not tightly specific to Debian

The "not tightly related" part of that statement raises my "are you sure
this is Policy rather than a best practice" flag.  That's a rather tricky
criteria to tightly define, which makes me think that Policy is not the
place to talk about it.  It seems more like best practice advice that
would be better addressed in the devref.
