Sure, but we shouldn't create standards conflicting with existing
practices when we don't need to and we shouldn't design in the void
ignoring what's already in place.

Also we must consider if that's something better standardized at the
freedesktop level. Consider for example that we might want to mandate the
usage of xdg-open to call a browser, that matches existing pratice and
xdg-open could be modified so that it respects $BROWSER.
