Bug#172436: Is it OK for the new policy wording to be a SHOULD?

There might be a system default, but a user should be able to change
that.

I agree to that.  And I think this is a reason why we have a policy in
the first place.

If all graphical desktops can agree on how to specify the default
browser, we could make sensible-browser use that setting.  But I don't
think they do.
