Apparently this was largely already done, so a followup is coming that
will fix the various deviations this left behind. It should all be sorted
out shortly.
I unfortunately ran out of time today after doing this, but the next step
is to document the new process and all of the new tags and how they should
be used, and then close or appeal all the bugs that are now tagged wontfix
(at least one of them I'm going to appeal directly to the tech-ctte).
