Quite.
I think it's fair enough for popularity-contest to ask its question,
once for the whole system.
I think it would be fine to make the answer be more than yes/no, eg
to give up to about four options:
No data collection
Only information about which packages are installed
Also aggregated statistical information useful to the developers
I do not care about privacy
Individual packages could have debconf questions too, provided they're
at low priority and take their default from the popcon question. So
meshlab would have its own question but it would not normally be
asked.
