Where did you read it is intended solely for 'interactive desktop menus' ?
I though I fixed that.

Sure, but it is not a big deal to install it since menu depend only
on libstdc++, and will not generate window managers menu if no
window manager is installed.
Menu is also the only really working implementation of hooks for dpkg
so far (since 1998).
