Bug#314808: Incorrect directory for web applications.

        So, policy should just amend the reference
 /usr/share/doc/package --> /usr/share/package, and let the details of
 the registration be decided elsewhere?

"Web Applications should try to avoid storing files in the Web
Document Root. Instead they should use the /usr/share/package
directory, and register the content with the HTTP server (for example,
by using the doc-base package for registering documents)."
