Bug#267142: debian-policy: Sections 10.4 and 6.1 are inconsistent (Posix doesn't say what you think it says)

After thinking about this some more I may prefer something like
OPTION #: Clarify 10.4 to explicitly proscribe reliance on features
not required by POSIX not only for the shell and its command language,
but for all utilities required by XCU unless said scripts ensure that
they invoke the specific utilities providing such features.
