The menu package do not need or care about what the hints are. Debian
as a distribution needs to mandate a set of guideline for section names
and hints name to achieve consistency between packages, e.g. Mandrake
uses the same menu package with a completly different set of section
names.
There is a Debian menu sub-policy for a reason. If for some reason the
policy process does not allow for such sub-policy to be managed, we
will need to move Debian menu sub-policy outside Debian policy I am
afraid.
