Please consider also the case where the functionality is not moved to a new package, but to an existing other one (say, foo and foo-bar, and now some thing moved from foo to foo-bar). Suddenly, foo would be required to depend on foo-bar - with annoying results when foo-bar itself depends on a whole lot of stuff some people might not want installed on their system (gnome or x libs, python/ocaml/ruby/whatever runtime, ...)
