More cleaning up of current bugs



Hi,

I continued review of the bugs. All now unmentioned bugs need either
(at least IMHO) some discussion, some text, depends on another
decision (e.g. GFDL), is quite new or are part of a few complex problems:
- How much UTF-8 in controlfiles?
- dpkg-statoverride


As last time: If no-one opposes in the next two weeks, I'll commit
these changes to the BTS.
