Bug#240665: [PROPOSAL] require depending on split-off packages

The reason for this proposal was not about making it easier for the
uucp-Package. But please just consider the other way: Some user have
today uucp and sendmail installed, and then dist-upgrade sendmail to
the version in sarge. Then this user will loose the ability to receive
mails, without any hint why and what he should do. _This_ is what bugs
me, not to make the depends-line of uucp shorter.
