I think status should be mandatory so it could be used by maintainer scripts on package upgrades. This way, a service would not be started if it was not running previously (see last month's thread "better make a standard for /etc/*/*_not_to_be_run" at http://lists.debian.org/debian-devel/2003/debian-devel-200308/msg02052.html for the discussion about this).
