Currently, policy says:

12.8.4 Packages providing a window manager
Packages that provide a window manager should declare in their control
data that they provide the virtual package x-window-manager. They
should also register themselves as an alternative for
/usr/bin/x-window-manager, with a priority calculated as follows:

Currently, some window managers like IceWM or Sawfish, provide an
alternative to x-window-manager.1. It would be consistent to add this
to the policy since window managers provide an alternative to
x-window-manager as well.
I've sent a patch for Debhelper (See #85963) but it won't be applied
as long as Policy don't say so.
