Since the policy already requires a manual page for any program, and
since "x-window-manager" is in the $PATH and is used as any other program,
it makes sense for it to have a manual page.

On the other hand, we could do it smarter and write manual pages for our
common alternatives, so that when a user looks them up in the manual system
they see the whole story.
