It's been standard UNIX practice for years - at the system-wide level.

As for you leaving Debian ... why do people always bring that out?

Now, you're definetly on drugs here :) Please give a list of all
applications you use which have no user-editable configuration. I don't
have a single one. They all have user-editable configuration files. Some
happen to have frontends to those files. That, however, is irrelevant.
